PROCLAMATION BY THE GOVERNOR

WHEREAS, Washington State has experienced significant and above-normal rainfall from November 2006 through today, which has led to widespread damage to private and public property from flooding, landslides, and mudslides, and which continues to threaten citizens, infrastructure, and property of Washington State; and


The continued above-normal rainfall for this season provided sufficient moisture to energize a significant landslide in the Rock Creek Canyon of Skamania County, which is threatening the lives, property, public health, and safety of the citizens of the City of Stevenson and Skamania County, and remains a serious concern for the government of Skamania County and Washington State prompting enhanced activities to mitigate additional effects; and


The Washington State Military Department activated the State Emergency Operations Center on February 5, 2007, and continues to coordinate support activities, implemented response procedures, and is coordinating resources to support local officials in alleviating the immediate social and economic impacts to people, property, and infrastructure, and is assessing the magnitude of the event.


NOW, THEREFORE, I, Christine O. Gregoire, Governor of the state of Washington, as a result of the above-noted situation and under Chapters 38.08, 38.52, 43.06, 43.20, 43.70, and 70.05 RCW, do hereby proclaim that a State of Emergency exists in Skamania County and direct the plans and procedures to the Washington State Comprehensive Emergency Management Plan be implemented. State agencies and departments are directed to utilize state resources and to do everything reasonably possible to assist affected political subdivisions in an effort to respond to and recover from the event. I also hereby order into active state service the organized militia of Washington State to include the National Guard and the State Guard, or such part thereof as may be necessary in the opinion of the Adjutant General, to perform such duties as directed by competent authority of the Washington Military Department. Additionally, the Washington State Military Department, Emergency Management Division is instructed to coordinate all event-related assistance to the affected areas
