] The department of health, office of drinking water, is
rescinding policy C.06, Water Rights and Drinking Water
Program Guiding Principles Policy. This policy was filed on
July 1, 1998, WSR 98-14-113. We are rescinding this policy
because it is outdated and does not reflect our current
