The update of chapter 82-60 WAC, for regulating property and liability local government self-insurance programs, resulted in removing the standards for health and welfare programs to be placed in a separate chapter. The new chapter regulating health and welfare local government self-insurance programs has been published for hearing. It is intended to be finalized and in effect by July 2010.
SSB 5665 enacted in 2009 (chapter 314, Laws of 2009), gives affordable housing entities the authority to jointly self-insure property and liability risks in a multiple state risk-sharing program regulated by the state risk manager. SSB 5665, section 6, requires the state risk manager to adopt rules that include standards for management, operations, and solvency, including frequency of actuarial analyses and claims audits. Rule-making activity to implement this legislation has begun.
