PREPROPOSAL STATEMENT OF INQUIRY

     Subject of Possible Rule Making: Defining the personal identification information required when purchasing a hunting, fishing, shellfishing, or other license issued by the department.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.32.070 and 77.04.020.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: WAC 220-55-005 says that a license document "is invalid unless the personal identification information on the license has been completed," but it does not say what personal identification information is required. This proposal will cure the omission. Defining "personal identification information," and stating that license purchasers must provide this information when buying a license, will make it easier for license buyers to know what information they must provide, and will make it easier for enforcement to identify people who unlawfully purchase or use a license.

     Process for Developing New Rule:      Agency study.
