PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF LICENSING

     Subject of Possible Rule Making: To allow driver training schools and school districts to administer the knowledge and driving portions of driver licensing examinations.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 46.82 RCW and RCW 46.01.110.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Department of licensing (DOL) needs to create guidelines for driver training schools (DTS) and office of superintendent of public instruction (OSPI) to administer knowledge and driving examinations. By creating rules there will be a clear understanding of the requirements to administer examinations. This will establish procedures to be in compliance with the terms of the agreements between DOL, DTS, and OSPI.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: OSPI.

     Process for Developing New Rule: Internal review and input from stakeholders.
