Petition for rule change from the public: ShuffleMaster, a licensed manufacturer, requests an amendment to authorize a carryover pot in house-banked card games. Under current rules, a player's win or loss must be determined during a single card game. The petitioner's amendment would provide an exception for carryover pots. A carryover pot is an optional pot that accumulates as a dealer and participating players contribute to the pot. The pot is not necessarily determined after one game and can be carried over to more than one game. Carryover pots would not carryover more than ten games. Participants will include at least one player and the dealer competing for the highest winning hand. Game rules would determine how the pot is distributed. WAC 230-15-040 Filed 1/27/2012

Petition for rule change from the public: Pat Tompkins, a licensed service supplier, is requesting an amendment to allow a description or photograph of merchandise prizes for pull-tab games to be displayed by the flare, rather than the prize itself. During the 2012 legislative session, SB 5456 passed amending RCW 9.46.0315 to allow "members only" raffles to exceed $5,000 in yearly gross revenue if the organization obtains a raffle license. The law becomes effective June 7, 2012. Charitable and nonprofit organizations are authorized to conduct an unlimited number of "members-only" raffles as long as yearly gross revenue does not exceed $5,000. For members-only raffle, tickets must only be sold to, and winners determined from, regular members of the organization. "Members" are persons who have become members before the raffle and whose qualification for membership is not dependent upon the purchase of a ticket(s) for such raffles. However, up to twenty-five percent of raffle participants may be guests of members. A "members only" raffle is the only time liquor (only unopened containers) can be given away as a prize for a gambling activity. Petition for rule change from the public: 50/50 Central, formerly a licensed manufacturer, is requesting four new rules which would authorize the operation of electronic raffle systems. At their February 2012 meeting, the commissioners placed the rules on hold. The rules package will be back on the commission agenda for final action at the same time a business that wants to operate the electronic raffle systems has its application for a license up for commission approval.
