In accordance with RCW 34.05.314, the public disclosure commission (the commission) submits this semi-annual agenda for rules under development.
1. Personal financial affairs statement (Forms F-1 and/or F-1 Supplement forms).
Status: CR-101 filed August 7, 2013, WSR 13-17-006. A task force has been assembled and is reviewing the feasibility of creating an abbreviated reporting option for certain local officials, potential adjustments to dollar amounts, alternative options for reporting investments and business interests, and whether any of the information from the personal financial affairs statement should be available online. Recommendations will likely be made to the commission for their consideration in April.

2. Definition of "officer" for purposes of RCW 42.17A.710 (1)(g).
Status: CR-101 filed November 5, 2012, WSR 12-22-050. The commission may convert PDC Interpretation 91-01 to a rule. Preproposal filed and draft language approved. On hold pending outcome of F-1 review in the event the language could be incorporated into a form rather than adopted as a separate rule. See #1.

3. Form updates.
Status: CR-101 filed July 16, 2013, WSR 390-16-041 [13-15-079] for possible amendments to Summary of Total Contributions and Expenditures Report (PDC Form C-4) that will modernize the codes used for disclosing campaign expenditures. Expedited rule making will proceed to amend other forms, as necessary, to add information about accessing the forms online.

4. Informal settlement procedures.
Status: Informal settlement procedures may be reviewed and revised.

5. Executive director's duties.
Status: The executive director's duties may be updated.

6. Mini reporting provisions.
Status: Amendments will be made to clarify what happens when a candidate or political committee is no longer eligible for mini reporting and wants to continue receiving contributions and making campaign expenditures.

7. Converting interpretive statements into rules.
Status: Campaign finance related interpretive statements may be converted to rules.

8. Rule making may be necessary to implement successful 2014 legislation.
