PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Chapters 495D-280 and 495D-121 WAC; WAC 495D-131-010 and 495D-132-010.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.50.1401.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: These sections have significant changes due to new laws like the Violence Against Women Act (VAWA), new guidance related to United States Department of Education Title IX, other policy updates, and plain language edits.
Process for Developing New Rule: Agency study; and changes to Federal Title IX, and the new VAWA necessitated changes to the student code of conduct. The community and technical colleged [college] worked together with the attorney general's office to update these sections.
