Listed below is the department of enterprise services' (DES) semi-annual rules development agenda for publication in the Washington State Register. This list identifies rules that DES has under development and rules that the agency anticipates starting some rule-making action on during the next six months.
This agenda also is available on our web site at www.des.wa.gov/about/LawsRules. The information on our web site is continually updated as rule-making notices are filed. If the agency starts rule-making activities that are not listed on this agenda or stops listed rule-making activities, that information also will be posted.

Expedited rule making to amend rules to update agency name, locations, division name and program name changes.
The existing rules affected are those that were transferred from the former department of general administration, the former department of personnel, and the office of financial management to DES in 2011.
CR-105 anticipated filing in August 2014 with final rule adoption anticipated in September 2014.

Public records
Amend rules to make sure public records requests submitted to the agency are clearly identified as requests and clearly addressed to the public records officer.
CR-101 was filed in April 2014.
CR-102 anticipated filing in August 2014 with final rule adoption anticipated in late fall 2014.
New rule within Title 200 WAC, Managing state print operations
New rule to improve efficiency and minimize costs of agency-based printing.
CR-101 was filed in January 2013.
CR-102 was filed in July 2014 with final rule adoption anticipated in October 2014.
Chapter 200-240 WAC,
Display of flags
Expedited rule making to amend rules to reflect passage of SB [SSB] 5097 in 2002 (RCW 1.20.017) which requires the display of POW/MIA flag[s] at public entities on certain days of the year.
Current rule prohibits flags other than the United States flag and the Washington state flag to be flown on the capitol campus.
CR-105 anticipated filing in August 2014 with final rule adoption anticipated in October 2014.

Competitive contracting
Amend rules to update the bidding process for services that have been customarily and historically provided by state employees.
The purpose is to align competitive contracting processes under RCW 41.06.142 with similar statewide contracting processes under procurement reform (chapter 39.26 RCW).
CR-101 anticipated filing in August 2014 with CR-102 proposed rules anticipated filing in November 2014.

Suggested design and construction standards of sidewalk and curb ramps.
Amend rules to align with current state building code.
Note: These rules govern cities, counties and towns.

Expedited rule making to amend rules to transition authority to set purchase card limits from DES to cardholding agencies.

Amend rules to clarify distinction between "state government" business and "government" business.
