EMERGENCY RULES

Effective Date of Rule: August 30, 2014.
Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-19500B; and amending WAC 220-310-195.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The standard opening date for fall chinook in the Priest Rapids Pool is September 1. With Labor Day weekend falling on August 30, 2014, opening two days early will allow for additional angling opportunity. There is insufficient time to adopt permanent rules.

WAC 220-310-19500B Freshwater exceptions to statewide rulesColumbia River.
Notwithstanding the provisions of WAC 220-310-195:
(1) Effective August 30, 2014, one hour before official sunrise, through August 31, 2014, it is permissible to fish for salmon in waters of the Columbia River from Priest Rapids Dam to Wanapum Dam.
(2) Daily limit six Chinook salmon, up to two adults may be retained as part of the daily limit.
(3) All other rules for the Columbia River apply.
REPEALER
The following section of the Washington Administrative Code is repealed effective September 1, 2014:
