Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 232-28-62000G and 232-28-62000H; and amending WAC 232-28-620.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: Enough quota remains in the Westport, Lapush and Neah Bay subarea quotas to allow the retention of wild coho increasing recreational angling opportunity. There is insufficient time to adopt permanent rules.

WAC 232-28-62000H Coastal salmon—Saltwater seasons and daily limits.
Notwithstanding the provisions of WAC 232-28-620, effective September 1 through September 30, 2014, it is unlawful to violate the provisions below. Unless otherwise amended, all permanent rules remain in effect:
(1) Catch Record Card Area 1: Open until further notice: Daily limit of 2 salmon, of which not more than one may be a Chinook salmon, release wild coho.
(2) Catch Record Card Area 2: Open until further notice: Daily limit of 2 salmon.
(3) Catch Record Card Area 3: Open until further notice: daily limit of 2 salmon.
(4) Catch Record Card Area 4: Open until further notice: daily limit of 2 salmon. Waters east of the Bonilla-Tatoosh line - release Chinook. Waters south of a line from Kydaka Point to Shipwreck Point are closed.
