NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 15-0002 Community First Choice (CFC).
Effective Date: July 1, 2015 (anticipated).
Description: The health care authority in conjunction with the aging and long-term support administration and the developmental disabilities administration of the department of social and health services intends to submit SPA 15-0002 to implement the CFC program option available under section 1915(k) of the Social Security Act. The CFC program will provide the following services to clients in community-based settings:
Personal care.
Skills acquisition training to accomplish personal care and health-related tasks.
Back-up systems or mechanisms to ensure continuity of services and supports.
Training on how to select, manage and dismiss caregivers.
Community transition services to assist individuals wishing to relocate from an institutional setting to a community-based setting.
Technology or equipment that would increase independence or substitute for human assistance.
The changes described above are anticipated to offer all eligible medicaid beneficiaries a more robust service package than is currently available in the medicaid state plan. In addition, the CFC program offers increased choice and flexibility to beneficiaries when selecting among offered services. If approved, the state will receive an increased federal matching percentage for services provided under the Community First Choice Option (CFCO).
Expenditures for general-fund state in state fiscal year 2016, personal care, and other CFCO-related services are estimated to be the same as they were for personal care expenditures in state fiscal year 2015, which were $674,000,000.
