EMERGENCY RULES

Effective Date of Rule: April 1, 2015.
Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Amending WAC 220-310-185.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: There has been a strong showing of hatchery late winter run steelhead on the Cowlitz River. Increasing the steelhead daily limit will provide additional angling opportunity. The hatchery brood stock goal is expected to be met. There is insufficient time to adopt permanent rules.

WAC 220-310-18500R Freshwater exceptions to statewide rulesCowlitz River.
Notwithstanding the provisions of WAC 220-310-185, effective April 1, 2015, until further notice, in the waters of the Cowlitz River from boundary markers at the mouth upstream to 400 feet or posted markers below the Cowlitz Salmon Hatchery barrier dam, a daily limit of three hatchery steelhead applies.
