PREPROPOSAL STATEMENT OF INQUIRY
RECREATION AND CONSERVATION

Subject of Possible Rule Making: The recreation and conservation funding board will consider amendments to chapter 286-04 WAC, General and chapter 286-13 WAC, General grant assistance, to modify grant program requirements.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 34.05.220, 42.56.040, 46.09.530, 79A.15.030, 79A.15.060, 79A.15.070, 79A.15.120, 79A.15.130, 79A.25.210.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The reasons for this proposal are to clarify and bring up to date grant program application and funded project requirements. The amendments will make minor clarifications and expand board and director authorities for making decisions.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: No other federal or state agencies regulate grant funding programs administered by the board and office.
Process for Developing New Rule: The recreation and conservation funding board will follow the standard process for the adoption of rules under the Administrative Procedure Act, chapter 34.05 RCW.
