EMERGENCY RULES

Effective Date of Rule: April 23, 2016.
Purpose: Amend recreational fishing rules for Baker Lake.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-19000Z; and amending WAC 220-310-190.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: As part of a study to evaluate the collection efficiency of the new juvenile fish collection facility on trout, fish up to ten inches in length with pit tags have been released into the lake. This emergency rule is needed to protect the study fish. Anglers are asked to handle and release any trout caught smaller than ten inches with extreme care. There is insufficient time to adopt permanent rules.

WAC 220-310-19000Z Freshwater exceptions to statewide rules—Puget Sound.
Notwithstanding the provisions of WAC 220-310-190 and WAC 220-56-510, effective April 23 through June 30, 2016, in those waters of Baker Lake the minimum size for all trout is 10 inches in length.
REPEALER
The following section of the Washington Administrative Code is repealed effective July 1, 2016:
