NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 16-0030.
Effective Date: October 1, 2016.
Description: The health care authority (the agency) intends to submit medicaid SPA 16-0030 to make an administrative change to the way enrollment is conducted in the apple health managed care program, as follows: Since July 1, 2012, the agency has mandatorily enrolled the supplemental security income (SSI) blind and disabled adult and child populations into apple health managed care under the authority of a 1915(b) waiver1 from the Centers for Medicare and Medicaid Services (CMS). As the result of discussions with CMS, the agency intends to make a technical change to the authority under which these populations receive apple health managed care. The agency will terminate this waiver and submit a SPA to add the SSI blind and disabled adult and child populations to the agency's 1932(a) state plan; the SPA is anticipated to be effective October 1, 2016. This change would have no impact on eligibility or coverage for this population.
SPA 16-0030 is expected to have no effect on the annual aggregate expenditures for the apple health program, as it is an administrative change only.

1This 1915(b) waiver is different from the 1915(b) waiver applicable to the behavioral health organizations and the behavioral health service only benefit package.
