Subject of Possible Rule Making: Chapter 392-160 WAC, Special service programTransitional bilingual.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.180.060.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The office of superintendent of public instruction (OSPI) is considering adopting rules that follow the recommendations of the transitional bilingual instructional program accountability task force, authorized in ESSB 6002, section 501(y) in the 2015 legislative session, and of the OSPI bilingual education advisory committee. The recommendations include revisions to corrections to align state policies with federal laws.
Process for Developing New Rule: Early solicitation of public comments and recommendations respecting new, amended, or repealed rules, and consideration of the comments and recommendations in the course of drafting rules.
