WSR 17-15-087 PREPROPOSAL STATEMENT OF INQUIRY DEPARTMENT OF LICENSING [Filed July 18, 2017, 8:14 a.m.] Subject of Possible Rule Making: Chapter 308-104 WAC, Drivers' licenses. Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: ESB 5008 (chapter 310, Laws of 2017) enacted during the 2017 legislative session, creates a new section in chapter 308-104 WAC. This bill requires the department of licensing (DOL) to mark the standard driver's licenses and identicards as required by federal law. Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: The department of homeland security, Washington state patrol, liquor and cannabis board and other Washington state law enforcement agencies.
