POLICY STATEMENT

The Washington state transportation commission (WSTC) sets toll rates for all toll facilities in the state. On January 17, 2018, WSTC amended its policy requiring a sufficient minimum balance (SMB) in the Tacoma Narrows Bridge (TNB) account. (WSTC Policy and Procedure 15).

As amended, SMB shall not be less than ten million dollars instead of 12.5 percent of annual operating expenses. Determination of whether the account is meeting the SMB requirement continues to be measured with a retrospective three-month rolling average fund balance. The amended policy also includes the TNB civil penalty fund balance to calculate SMB, and clarifies the required action by the commission if the account is projected to fall below SMB.
