Notice of Interpretive or Policy Statement
In accordance with RCW 34.05.230(12), following is a list of policy and interpretive statements issued by the Department of Social and Health Services.
Aging and Long-Term Support Administration (ALTSA)
Division of Home and Community Services (HCS)
Document Title: Public Notice.
Subject: Community options program entry system (COPES) waiver renewal.
Effective Date: January 1, 2019.
Document Description: The agency and ALTSA intend to submit an application for renewal of the COPES waiver, WA.0049. The renewal application, once approved, will allow the state to continue to provide COPES waiver services to eligible persons. The effective date of the waiver renewal is expected to be January 1, 2019.
The COPES waiver has been operating since 1982, and during the waiver year 2017-2018 is authorized to serve up [to] forty-two thousand three hundred twenty-eight persons. COPES waiver services provide an alternative to nursing home care for aged, blind, or disabled adults who live in their own homes or residential settings. Participants must meet financial and functional eligibility requirements. Services in this waiver include environmental modifications, specialized medical equipment and supplies, nonmedical transportation, home delivered meals, client training and wellness education, adult day health, adult day care, and skilled nursing.
The state is proposing the following changes in the COPES renewal application:
Revisions and updates to several waiver performance measures.
Addition of new provider type for client training and wellness education service.
Potential increase in capacity.
