EMERGENCY RULES

Effective Date of Rule: May 30, 2018.
Purpose: Amends freshwater recreational rules for Heart Lake.
Citation of Rules Affected by this Order: Repealing WAC 220-312-04000J; and amending WAC 220-312-040.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule change is necessary to ensure a successful kids fishing event. The fish will be planted in the lake three days prior to the event to better acclimate them. On the day of the event only children fourteen years of age or less will be allowed to fish in the lake. There is insufficient time to adopt permanent rules.

WAC 220-312-04000J Freshwater exceptions to statewide rulesPuget Sound.
Notwithstanding the provisions of WAC 220-312-04000E and WAC 220-312-040, effective 12:01 a.m. May 30 through 11:59 p.m. June 2, 2018, it is unlawful to fish in those waters of Heart Lake, except open to fishing 7:00 a.m. to 12:00 p.m. June 2, 2018, to anglers participating in the youth fishing event. Juvenile anglers can continue to fish on June 2, 2018, after the youth fishing event closes.
REPEALER
The following section of the Washington Administrative Code is repealed effective June 3, 2018:
