EMERGENCY RULES
DEPARTMENT OF
FISH AND WILDLIFE
[Order 18-286—Filed October 10, 2018, 4:04 p.m., effective October 10, 2018, 4:04 p.m.]
Effective Date of Rule: Immediately upon filing.
Purpose: Amend recreational fishing rules for the Skagit River.
Citation of Rules Affected by this Order: Repealing WAC 220-312-04000Y; and amending WAC 220-312-040.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to increase the salmon daily limit from the Hwy. 530 Bridge to Cascade River Road on the Skagit River. After the Washington department of fish and wildlife and comanagers upgraded the returning coho run to the Skagit River, daily coho limits were increased from the mouth to the Hwy. 530 Bridge in Rockport. The intent, however was to increase limits all the way to Cascade River Road. This rule corrects the previous filing. There is insufficient time to adopt permanent rules.
