Subject of Possible Rule Making: This rule making relates to a nonbinary gender option on driver's licenses and identification cards (chapter 308-104 WAC, Drivers' licenses).

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.01.110.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: This rule making will allow Washington state residents to have an additional gender option on their licenses to reflect the lived realities of gender diverse, nonbinary, and gender nonconforming residents.

Process for Developing New Rule: Internal review and stakeholder input.
