The department of enterprise services (DES) has begun work in support of amending chapter 200-200 WAC, State capitol grounds traffic and parking regulations. The purpose of this rule making is to:
1. Align the rules with current parking practices, policies and statutory requirements;
2. Not present barrier when implementing improved processes and practices;
3. Make sure the rules are easily and quickly understood; and
4. Not replicate/duplicate other parking requirements.
In support of this rule making, DES has identified sections in chapter 200-200 WAC parking and traffic control on the capitol grounds that are more appropriate to chapter 200-220 WAC, Use of the public areas of the capitol buildings and grounds. These sections are not parking related and should transition out of chapter 200-220 WAC. DES has also identified a section in chapter 200-210 WAC, Capitol Lake and adjoining lands and roadways, that should transition to chapter 200-200 WAC parking and traffic control on the capitol grounds.
Based on the above, I request the code reviser's office decodify and recodify the rules, as shown on the list of changes below.
