NOTICE
Subject: Medicaid State Plan Amendment (SPA) 19-0026 Health Care for Workers with Disabilities (HWD).
Effective Date: January 1, 2020.
Description: The health care authority (HCA) intends to submit SPA 19-0026 to implement SHB 1199. Effective January 1, 2020, SHB 1199 amends RCW
74.09.540 to modify financial eligibility requirements for the apple health for workers with disabilities (HWD) program. Currently, the income limit for HWD is two hundred twenty percent of the federal poverty level, and the age limit is sixty-five years of age. Effective January 1, 2020, no test for income or age will be used when determining eligibility. For the general population, income will be used only when determining the monthly premium requirement for maintaining eligibility.
SPA 19-0026 is expected to increase the annual aggregate payments for state fiscal years (SFY) as follows:
