EMERGENCY RULES
DEPARTMENT OF
FISH AND WILDLIFE
[Order 25-86—Filed May 20, 2025, 7:59 a.m., effective May 20, 2025, 7:59 a.m.]
Effective Date of Rule: Immediately upon filing.
Purpose: This emergency rule is needed to open salmon seasons in the Tulalip Terminal Area and Marine Area 13.
Citation of Rules Affected by this Order: Repealing WAC 220-313-06000M; and amending WAC 220-313-060.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is necessary to set salmon seasons for the Tulalip Terminal Area as agreed [to] during the North of Falcon season setting process. These rules are interim until permanent rules are in place. This rule also opens salmon seasons in Marine Area 13 following receipt of National Oceanic and Atmospheric Association's 2025-2026 biological opinion authorizing Puget Sound salmon fisheries by repealing the emergency closure.
