NOTICE
Title or Subject: CHIP State Plan Amendment (SPA) 25-6000 Reentry Targeted Case Management Services for Incarcerated Juveniles.
Effective Date: January 1, 2025.
Description: The federal Consolidated Appropriation Act of 2023 (CAA, 2023) amended section 1902 (a)(84) of the Social Security Act (42 U.S.C. 1396a) to require states to provide screening, diagnostic, and case management services, including referrals, that are available under the children's health insurance program (CHIP) state plan to eligible incarcerated juveniles in the 30 days prior to release. An eligible incarcerated juvenile is one who is determined eligible for CHIP at initial application or renewal who later becomes incarcerated during a continuous eligibility (CE) period. The state may provide CHIP services that are not otherwise covered by the carceral setting to that juvenile through the end of their CE period.
The health care authority (HCA) intends to submit CHIP SPA 25-6000 to provide CHIP services to eligible incarcerated juveniles.
CHIP SPA 25-6000 is expected to increase annual aggregate payment/reimbursement/expenditures for these services by $44,922.
CHIP SPA 25-6000 is under development. HCA would appreciate any input or concerns regarding this SPA.
