Title of Rule and Other Identifying Information: The Washington department of fish and wildlife (WDFW) is considering amending recreational fishing seasons and gear regulations for steelhead, game fish, and trout in specified river systems along coastal Washington to address population productivity declines and balance conservation of resources with fishing opportunity.

Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The proposed rules were developed through a rule-making process specifically for steelhead, game fish, and trout seasons and provides permanent recreational fishery seasons for coastal Washington systems. The anticipated effect of the proposed changes is enhanced conservation of native game fish and trout species, while still providing for significant recreational fishing opportunity. Rule proposals were presented and discussed with tribal comanagers and with the public in two public meetings. These proposed rules attempt to provide a balance between fishing opportunities and the conservation of native steelhead, game fish, and trout species in these river systems. The intent of this rule-making package, once adopted, is to replace and supersede the language in this WAC in its entirety: WAC 220-312-020 Freshwater exceptions to statewide rules—Coast.
WDFW is proposing specific revisions to these rules to describe the seasons and gear restrictions for these fisheries in permanent rule. However, all of the provisions encompassed within the WAC listed above are available for public review and comment, and WDFW will consider all public comments received on this rule making.
Reasons Supporting Proposal: Recent year returns of steelhead to most river systems along coastal Washington have been below or well below the forecasted expectations. In response, state and tribal comanagers have made significant fishery reductions to conserve and perpetuate native steelhead populations in these river systems. Minimizing fishery impacts during important time periods in the species life history when pre and post spawning activities are the highest is a way to help conserve the species while still providing fishing opportunity. In addition to season length, this proposal provides for additional conservation through gear restrictions that minimize fishery effects on nontarget species.
Rule is not necessitated by federal law, federal or state court decision.
