Effective Date of Rule: August 25, 2025.
Purpose: This emergency rule closes recreational Chinook salmon retention in Catch Record Card Area 11.
Citation of Rules Affected by this Order: Amending WAC 220-313-060.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to [close] Chinook salmon retention in Catch Record Card Area 11. Based on current estimates, anglers are expected to reach the summer Chinook fishery sublegal encounter criteria of 3,675 Chinook by the end of the day Sunday, August 24. There is insufficient time to adopt permanent rules.

WAC 220-313-06000DPuget Sound salmon—Saltwater seasons and daily limits.
Effective August 25 through September 30, 2025, salmon rules for Catch Record Card Area 11 shall be modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section, or unless otherwise amended by emergency rule, remain in effect:
Catch Record Card Area 11; except year-round piers (Des Moines Pier, Les Davis Pier, Point Defiance Boathouse Dock, and Redondo Pier):
Salmon daily limit is 2 salmon plus 2 additional pink salmon may be retained. Release chum and Chinook.
