Title or Subject: Medicaid State Plan Amendment (SPA) 25-0025.

Effective Date: October 1, 2025.

Description: The health care authority (HCA) intends to submit SPA 25-0025 in order to align payment for freestanding birthing centers' facility fee with the state legislature's 2024 financial allocation for this service, as well as to reflect current payment methodology.

SPA 25-0025 is expected to have no effect on the annual aggregate expenditures/reimbursement/payment for these services; payments will remain at the current levels.
