Effective Date of Rule: Immediately upon filing.
Purpose: This emergency rule eliminates registration requirements to participate in the Puget Sound Salmon Management and Catch Reporting Area 7B gillnet fisheries.
Citation of Rules Affected by this Order: Amending WAC 220-354-050.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule is needed to eliminate registration requirements to participate in the Puget Sound Salmon Management and Catch Reporting Area 7B coho fishery. The registration requirement was only intended to be in place for the early season Area 7B daytime gillnet fishery, weeks 33-35, as it was a new fishery and required additional monitoring. There is insufficient time to adopt permanent rules.

WAC 220-354-05000DCommercial fisheries—Salmon—Limited participation salmon net fisheries.
Effective immediately, until further notice, the following provisions of WAC 220-354-050 regarding requirements for weekly in-season registration for participation Puget Sound Salmon Management and Catch Reporting Area 7B shall be modified as described in this section. All other provisions of WAC 220-354-050 not addressed in this section, unless otherwise amended by emergency rule remain in effect:
Catch Reporting Area 7B gillnet fisheries are not considered registration and limited participation salmon net fishery. Participants in Catch Reporting Area 7B gillnet fisheries are not required to register.
