This memo serves as notice that the department of health (department) is rescinding the policy statement for temporary practice of pharmacists and pharmacy technicians licensed out-of-state to assist with impacts of Rite Aid and Bartell Drug closures in Washington state, HSQA-25-01.2, which was filed September 2, 2025, and published in WSR 25-18-090.
This statement allowed the secretary of health to exercise enforcement discretion to permit pharmacists and pharmacy technicians to practice in Washington state without an active Washington state credential or certification under chapters
18.64, 18.64A, or
18.130 RCW only for the purpose of assisting with prescription transfers due to the closures of Rite Aid and Bartell Drugs pharmacies in Washington. The secretary clarified authorized work of assisting with prescription transfers. The department is rescinding this policy because the policy statement expired October 31, 2025.
