Subject of Possible Rule Making: Chapters 181-87 and 181-90 (new) WAC.

Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 28A.410 RCW.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Adding willful noncompliance by a superintendent as an act of unprofessional conduct to meet the requirements of HB [ESHB] 1296.

Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Not applicable.

Process for Developing New Rule: Agency study.
