PREPROPOSAL STATEMENT OF INQUIRY

Pursuant to WAC 1-21-060 Withdrawal of proposal, Washington state parks and recreation commission (commission) decided to withdraw both WSR 23-03-036 [23-03-056] and 23-03-002 CR-101 preproposal filings.

The program administrator has decided to conduct further research into federal regulations. These proposal changes covered WAC 352-78-020 definitions, and 352-780 [352-78-090] How do boater education requirements affect rental operators and liveries?

WSR 23-03-002 addressed establishing a new rule under chapter 352-60 WAC for mechanical propelled personal hydrofoils and mechanically propelled surfboards, establishing a new rule for engine cut-off switch, and revising WAC 352-69-020 [352-60-020] Definitions and 352-60-080 Fire extinguisher [required]. The commission will revisit both proposed WAC changes later in the year 2026.
