This memo serves as notice that the department of health (department) is rescinding policy statement HSQA-24-01, Emergency Abortion Care in Hospitals Providing Emergency Services, which was filed June 17, 2024, and published in WSR 24-13-083.

This statement clarified requirements and responsibilities for the provision of emergency obstetric care, including abortion care, for all hospitals providing emergency care in Washington state. The department is rescinding this policy statement because the content has been incorporated into permanent rule in WAC 246-320-010 and 246-320-281 under WSR 25-24-040, filed on November 26, 2025. Because these requirements have been codified in rule, the policy statement is no longer needed.
