Semi-Annual Rule Development Agenda
January 1 - June 30, 2026
The Washington state liquor and cannabis board (LCB) prepares a semi-annual rule-making agenda in January and July of each year to inform the public of expected upcoming rule changes. Pursuant to the Washington state Administrative Procedure Act (RCW 34.05.314), the agenda is filed with the office of the code reviser for publication in the Washington State Register. This report details current and anticipated rule-making activities for LCB. This agenda is for informational purposes and the noted dates of anticipated rule-making actions are estimates. There may be additional rule-making activities not anticipated at this time, such as those necessary to implement new state laws, meet federal requirements, or other circumstances.
LCB encourages the public to be involved in the rule-making process by attending public hearings and submitting written comments regarding rules. Expanded outdoor alcohol service, civic campuses, and fan zones
