PREPROPOSAL STATEMENT OF INQUIRY
DEPARTMENT OF
CHILDREN, YOUTH, AND FAMILIES
[Filed January 27, 2026, 9:10 a.m.]
Subject of Possible Rule Making: Chapter 110-50 WAC, Child welfare; and all other related rules.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The financial and business services division is:
| |
| • | Repealing the state supplementary payment (SSP) program WAC in chapter 110-50 WAC and other related rules. The SSP program is administered by the department of social and health services and the eligibility requirements for children or youth in foster care are already covered under WAC 388-474-0012. |
| • | Revising the managing and using unearned income and resources for foster children and youth rules, WAC 110-50-1170 - [110-50-]1210, to reinstate the retirement, survivors, and disability insurance, also referred to as old age, survivors, and disability insurance, which was inadvertently omitted from the most recent rules filing. |
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Not applicable.
Process for Developing New Rule: Collaborative.
Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication by contacting Todd Wollen, Olympia, Washington, phone 360-529-6279, email todd.wollen@dcyf.wa.gov, website https://www.dcyf.wa.gov/practice/policy-laws-rules/rule-making or https://www.dcyf.wa.gov/practice/policy-laws-rules/rule-making/participate; or Julie Pettit, email Julie.Pettit@dcyf.wa.gov, website www.dcyf.wa.gov.
