Subject of Possible Rule Making: Amending chapter 480-108 WAC to standardize processes for utilities to test and approve meter socket adapters (MSA).
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 80.01.040 and 80.04.160.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The utilities and transportation commission (UTC) received a petition from ConnectDER, an MSA manufacturer, requesting UTC adopt an MSA approval process for investor-owned utilities that establishes clear timelines, clear and consistent minimum safety standards, and defined roles and responsibilities for MSA manufacturers and utilities.

Process for Developing New Rule: UTC will request public comment on the CR-101, may issue additional notices for comment, and/or hold public workshops. If UTC determines amended rules are necessary and in the public interest, additional comments on the proposed draft rules will be requested prior to finalizing the proposed rule in the CR-102 phase.
