POLICY STATEMENT

ENERGY FACILITY SITE

EVALUATION COUNCIL

Per RCW 34.05.230, the energy facility site evaluation council (EFSEC) is submitting for publication in the Washington state register a statement describing Policy #16-01 Delegating Certain Plan Approvals to the EFSEC Director, first adopted March 25, 2016; revision adopted July 16, 2025; and second revision adopted November 19, 2025.

Purpose: To establish a consistent and timely review and approval process for energy facility plans submitted by certificate holders that do not require an amendment to a site certification agreement.

Background: Under the terms of site certification agreements, certificate holders must submit various plans related to construction and operation of energy facilities for EFSEC review and approval. This policy formalizes delegation of certain plan approvals from EFSEC to the EFSEC director to increase efficiency while maintaining environmental protection and public transparency.
