Subject of Possible Rule Making: Establishing rules governing intelligent speed assistance (ISA) devices to implement ESHB 1596, concerning accountability for persons for speeding.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW
46.01.110 Rule-making authority and ESHB 1596.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: ESHB 1596 provides the department of licensing (DOL) rule-making authority regarding the usage of ISA devices. These rules will establish requirements, eligibility criteria and application processes, and licensing terms concerning ISA devices.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: DOL intends to coordinate with other state agencies, including the administrative office of the courts and the Washington state patrol.
Process for Developing New Rule: Negotiated rule making.
