     On page 58, line 3 of the striking amendment, after "authorities." insert "Rules developed under this subsection shall not preclude delegated local air authorities from requiring more stringent permit conditions or emission limits.

EFFECT:  Clarifies that local air authorities may have standards more stringent than the Department of Ecology.   Clarifies also that local air authorities cannot require qualitatively different conditions than the Department of Ecology.
