     On page 18, after line 10, insert:

     "NEW SECTION. Sec. 14. If specific funding for this act, referencing this act by bill number, is not provided by June 30, 1992 in the supplemental biennial operating appropriations act, this act shall be null and void."

Renumber the remaining sections consecutively and correct internal references accordingly.

EFFECT:  This act cannot be implemented without specific reference by bill number in the 1992 supplemental budget.
