                    ENGROSSED HOUSE CONCURRENT RESOLUTION 4433

Read first time .  Referred to Committee on Rules Review.Appointing a special task force on work force training and retraining finance.

     WHEREAS, A highly trained work force has a positive impact on the state's economy; and

     WHEREAS, A well-trained work force increases the productivity of the state's businesses and results in low unemployment rates, thereby decreasing the demand on public services; and

     WHEREAS, Rapid changes in the workplace brought on by the introduction of new technology and the growing number of citizens lacking basic skills have increased the demand for work force training provided by the public training system; and

     WHEREAS, The responsibility for training and retraining is shared between the state, employers, and workers, all of whom share in the economic benefits that result from a highly skilled and productive work force; and

     WHEREAS, Government, business, and labor should cooperatively seek a means to develop an efficient, stable funding source or combination of sources for training and retraining the state's work force; and

     WHEREAS, The work force training and education coordinating board was created to provide, with the cooperation of agencies which comprise the state training system, the planning, coordination, evaluation, monitoring, and policy analysis for the state's work force training system as a whole and to foster a cooperative relationship between government, business, labor, and education regarding work force training and education;

     NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That the work force training and education coordinating board appoint a special task force on training and retraining finance to study the current training and retraining funding structure and examine practical, broad-based funding sources for work force skills training, vocational education, and work force literacy training in this state; and

     BE IT FURTHER RESOLVED, That, when addressing funding sources for its recommendations, the special task force study existing and alternative methodologies used to generate, allocate, and administer work force training funds in this state and other states and nations; and

     BE IT FURTHER RESOLVED, That the special task force consist of the following members of the work force training and education coordinating board, or their designees:  The chair; two members representing business; two members representing labor; one member representing state government; one member representing secondary education; one member representing postsecondary education; one member from each of the two major caucuses in the House of Representatives, appointed by the Speaker of the House of Representatives or his designee; one member from each of the two major caucuses in the Senate, appointed by the president of the Senate or his designee; and the governor, or the governor's designee, who shall serve as chair of the special task force; and

     BE IT FURTHER RESOLVED, That the special task force report its final findings and recommendations to the full work force training and education coordinating board on or before October 1, 1992; and

     BE IT FURTHER RESOLVED, That, based on the results of the findings and recommendations of the special task force, the work force training and education coordinating board may, at its option and after due consideration, report to the governor and the appropriate committees of the legislature its recommendations and proposed legislation, if any, regarding training and retraining funding; and

     BE IT FURTHER RESOLVED, That copies of this resolution be immediately transmitted by the Chief Clerk of the House of Representatives to the work force training and education coordinating board.
