(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Declares an intent to consolidate the enforcement responsibilities of the departments of wildlife and fisheries.

      Directs the departments of fisheries and wildlife to prepare a study of ways to achieve better coordination of existing enforcement personnel and report to the legislature by November 30, 1991.

      Provides for the appointment of an advisory group to help prepare the report.
