      Requires the state association of sheriffs and police chiefs to establish and maintain a central repository for the collection and classification of information regarding crimes of malicious harassment.

      Requires annual reports to the governor and the legislature which summarizes the information.

      Declares that the act does not confer or expand any rights or protections beyond those currently existing.
