      Establishes conditions for the procurement of personal services.

      Requires personal service contracts to be filed with the office of financial management and the legislative evaluation and accountability program committee and made available for public inspection at least ten days prior to the starting date.

      Directs the office of financial management to maintain a list of all personal service contracts entered into by state agencies during each fiscal year.

      Establishes special rules for situations where a state legislator is employed by personal service contract.
