      Directs the higher education coordinating board to establish a pilot program for the development of local master's degree teacher training program.

      Authorizes up to five grants for the program.

      Requires an initial report to the legislature by January 31, 1993.

      Provides that the act shall be null and void if appropriations are not approved.
