      Declares that any elector of this state may register to vote by mail in accordance with the requirements of the act.

      Requires applicants to also furnish driver's license number, social security number, or identicard number.

      Provides for auditing of the mail-in applications.

      Provides that violations of the act shall be prosecuted in accordance with the applicable sections of chapter 29.85 RCW.

      Repeals RCW 29.07.040.

      Takes effect January 1, 1993.
