      Declares the purpose of the program is to provide financial resources to assist school districts in providing early intervention and prevention services for elementary school children.

      Requires school districts receiving funds to submit reports evaluating the effectiveness of the programs.

      Makes an appropriation of nine million four hundred thousand dollars to carry out the purposes of the act.
