      Requires a self-insurer to provide a copy of the employee's claim file upon a request of the employee or the employee's representative.

      Requires the self-insurer to request allowance or denial of a claim within sixty days.

      Clarifies that the penalties imposed for employer violations are collected for the benefit of the worker.
